  COGNITIVE RADIO PROGRESSES

  This article explains Cognitive Radio from a military
perspective where data bursts, white spaces, interoperability,
encryption, exotic waveforms and other things come together
to create ad-hoc communications networks for our soldiers.
Each radio functions as a "node" or "router" with the goal
of having networks of radios established on the fly.

  One interesting point not mentioned in the article is that
our government now views itself as a "waveform library" -- a
repository of algorithms invented by vendors (such as Harris)
to achieve spread spectrum waveforms.  Two such waveforms are
mentioned in the article, the Soldier Radio Waveform and the
Wideband Networking Waveform.  The library is growing and today
holds a total of five waveforms according to inside sources.

  HIGH SCHOOL BALLOON SOARS TO OVER 111,000 FEET

  The students at Anacapa School in Santa Barbara have
succeeded in sending a balloon to over 111,000 feet.

  According to Amateur Radio Newsline, the instrumentation
included a GPS, atmospheric sensors, high-definition video,
still cameras, a television transmitter and a Geiger counter.
The payload downlinked live data, video and images during its
ascent.  Two payload capsules tethered to the balloon were
returned to Earth via parachutes on May 5th.

  Anacapa Amateur High-Altitude Balloon 2 was designed and
built entirely by students that included Alex Carlson, KJ6UGF
and Genevieve Hatfield, KJ6UGH.  They, along with non-hams
Grayson Baggiolini, Julio Bernal and Christian Eckert, made
up the construction and launch team that was under the
supervision of faculty advisor Levi Maaia, K6LCM.

  LENORE JENSEN PHONE PATCHING TO VIETNAM VIA MARS

  Bill Pasternak, WA6ITF, of Amateur Radio Newsline, has
discovered another classic film featuring the late Lenore Jensen,
W6NAZ, running phone patches to Vietnam.  These were done through
the Military Affiliate Radio System ("MARS") which often used
frequencies just outside the regular HF ham bands.  Overseas
telephone calls were difficult to make decades ago and sometimes
impossible depending on location, so ham radio filled the void
-- all with volunteer effort -- and Lenore was at the forefront
of that activity.

  Bill adds, "The color is faded meaning the film was shot on
the old non-fade-proof Kodak 7381/7383 film stocks we all used
for industrial film making back then."  He dates the documentary
to the late 60s and notes that the phone patch was obviously
simulated for filming.  Did you ever hear noise-free audio on
HF DX, or the public always remembering to say "over?"

  These details aside, the film appears to be accurate overall.
It depicts the way things were done about 50 years ago.

  ATTENTION COMMUNICATION SITE OWNERS/USERS ON
  SOUTHERN CALIFORNIA FOREST SERVICE LAND  -  PART 6

  This continues our multi-part series on avian anti-perching
devices that are being mandated on communications sites located
on southern California Forest Service land.

  Two additional concerns with anti-perching spike strips have
been raised by a TV engineer regarding Mt. Wilson and similar
highly elevated sites.  The concerns are expressed here as
questions -- will the spikes significantly increase the ice
loading on towers by holding ice in place longer, and when the
ice eventually falls will it tend to fall in larger blocks doing
more damage to other antennas and structures below?

  An additional point is that deformation of the spikes will
inevitably occur when ice pulls away from the spikes or falls
on other spikes, leading to the formation of intermodulation
products when the spikes rub against each other in the presence
of high RF fields.  "We could spend a lot of money installing
those spikes now, just to find out that we've got big interference
headaches years downstream" the engineer commented.  By spikes we
mean metal spikes.  Insulated spikes are quickly destroyed in icy
environments according to one installer with years of experience.

  How much attention the Forest Service has paid to these issues
(if any) remains to be seen.

Appendix G anti-perching measures, please send your thoughts to
the editor of this newsletter.  Engineers from the SCFCC and CGC
would like to discuss the key issues with representatives from
the Forest Service in the not-too-distant future.

  "I always enjoy it when it says Certified Mail, Federal
Communications Commission, Enforcement Bureau.  And here it's
a Warning Notice from the Commission that went to a slew of
southern California [ham radio] repeater operators who own 1.2
GHz repeaters and I haven't had my 1,200 MHz repeater on the

  Ham radio use is secondary in the 1.2 GHz band; there is
no argument on that point.  It's just that the FCC is starting
to sound inept in its actions.  Much better PR is needed.  The
FCC should tell us which frequencies are of concern, why, at
what power levels, and over which geographic areas.

  GREEN LASER EYE HAZARD

  Green lasers are back in the news with eye injuries to two
San Diego police officers reported on Friday.

  As mentioned in CGC #1017 (August 2010), "Many green
lasers can be an eye hazard because of intense infrared radiation
"powerful enough to cause retinal damage to an individual...."
The final URL below explains the origin of the invisible
infrared.

  The San Diego situation is serious and perhaps out of
character with what we have come to expect from someone randomly
waving a pen-type green laser around.  So we wonder if a somewhat
higher powered laser -- and/or an aiming telescope -- was
involved.  Unless the culprit is caught, we may never know.

  TV and radio towers are once again being villainized for
killing millions of birds each year and a number of deaths

#1128, "cats are responsible for 42% of avian deaths due to
outside sources, collisions with buildings and windows take

  MORE ON THE SMART METER

  A retired teacher is suing San Diego Gas &amp; Electric (SDG&amp;E)
over what she claims are serious health risks associated with
the company's new smart meters that use radio frequency waves
to report meter readings and power consumption.

  Susan Brinchman claims that the smart meter at her residence
causes her to have "intense headaches to the point where I feel
like I'm going to fall to the ground, and they last three days."
Brinchman said others have reported ringing in their ears,
dizziness, cardiac symptoms and nausea.

    KXDZ(FM), TEMPLETON, REVISITED

  Last week under the FCC Enforcement Watch heading of our
newsletter, we featured the case where KXDZ(FM), Templeton, CA,
was fined $10,000 for missing a number of issue/program lists from
its public file.  The new station ownership argued that it (the
new ownership) is "not responsible for maintaining public file
material from the period of time prior to the Station's current
ownership."  However, the FCC tossed out that argument and
affirmed the $10,000 fine.  See:

  So, do all station buyers need to perform stellar due diligence
before consummating a purchase?  Here are the views of two well
known broadcast attorneys.  The views diverge at first, but we
soon learn that "Assignment of License" and "Transfer of Control"
are two very different animals in the eyes of the FCC:

  "Write a "hold harmless" clause into the purchase contract so
that if the new licensee is penalized for violations that occurred
under the old licensee's regime, the latter must reimburse the
former for any penalty or legal fees incurred.  This assumes that
the old licensee has any assets remaining after the sale."

  Attorney #2 (in private practice):

  "The law is well established that the FCC cannot penalize a
licensee for the sins of a previous licensee.  Thus, even if
the prior licensee failed to keep any files at all, once the FCC
grants the assignment from A to B, they can't go back and
punish B for the sins of A.

  "For tax and other reasons, transfers of control [as in the
KXDZ case] are fairly rare.  They occur when the Buyer simply
purchases the stock of an existing licensee.  So the FCC can take
the position that the licensee has not changed and the Buyer took
control, subject to the sins of the corporation.

  "I suspect, however, that the licensee will appeal this
forfeiture and that the appeal may be successful."

  Attorney #1 Reply Comment:

  "Attorney #2 makes a good point.  In a Transfer of Control, as
contrasted to an Assignment of License, the licensee remains the
same although the ownership of the licensee may change.  As far
as the FCC is concerned, the licensee hasn't changed, so the new
owners inherit the legal problems of the old owners.  In that
case, the necessity of a "hold harmless" indemnification clause
is very important."

  FROM FILM STAR TO FREQUENCY-HOPPING INVENTOR

  Hedy Lamarr, the sultry, sexy screen star of the 1930s and
1940s, conceived of the technique now known as frequency-hopping
spread spectrum.

  In her 1992 book Feminine Ingenuity, Lamarr describes how she
came up with the idea of a radio signaling device for remote-
controlled torpedoes that would minimize the danger of detection
or jamming by randomly shifting the transmitter's frequency.  She
and composer George Antheil developed the concept and received
a patent for it in 1942.

  "I read the patent," Franklin Antonio, chief technical officer
of the cellular phone maker Qualcomm Inc, said in 1997. "You don't
usually think of movie stars having brains, but she sure did."

  The Lamarr/Antheil invention was described in CGC #369 &amp; 374.

<p>Larry Tighe here from WRNJ, Hackettstown, NJ.  Any chance you&#8217;d know where there are a pair of the old TFT 760 series EBS FM sets to be found?  They aren&#8217;t very easy to find around here in NJ.  Most, it seems, were tuned to the AM 50KWs in NYC.   I&#8217;m trying to find two for restoration and demonstration. The units will be used to demonstrate to high school kids&#8230;.&#8221;the way it was.&#8221;</p>
