I'd like to add to Smitty's excellent response on why HD Radio is not being deployed in Europe the following: HD Radio experimentation is going on in Europe. I know of tests in France and Finland, currently, and I suspect there may be other testing planned.
The beauty of HD Radio and Eureka 147 is that it is not "one or the other." Both formats can co-exist and licensed broadcasters in the AM and FM broadcast bands may add digital services at any time (assuming government approval in the respective countries). Canada had originally followed European governments in rolling out Eureka 147 but today is re-thinking that due to general lack of success in consumer acceptance. HD Radio experiments were just recently completed in Canada by the government broadcasting company, CBC. Commercial broadcasters in Europe and Canada are interested in the HD Radio technology, so it is evident that adoption in countries who presently have Eureka may also eventually see HD Radio on the broadcast bands.
