Gentlemen:



This is with respect to the above-referenced license applications for two low power television

stations at Bakersfield, California, filed by Venture Technologies Group, LLC.

Venture obtained construction permits to operate on channel s 53 and 59 in Bakersfield though

the 2000 filing window for low power television applications in Auction 81. (Footnote 1)  The construction

permit applications were granted on April 22, 2003, with an expiration date of April 22, 2006. Venture filed its

license to cover applications for both stations on April 20, 2006, certifying that all terms, conditions, and

obligations set forth in the underlying construction permit have been fully met.  (Footnote 2)  The

applications were granted on May 26, 2006.



On May 30, 2006, Pappas Telecasting Companies, the licensee of station KMPH(TV), Fresno,

California filed a request that the Enforcement Bureau and Media Bureau investigate whether Venture

willfully, knowingly and unlawfully made false certifications in their license to cover applications that it

had constructed the authorized facilities for K53IB and K59IB. In its request, Pappas submitted

photographs of the transmitter site specified in the license applications, taken in May 2006, showing that

no television antenna were installed on the tower at the height specified in the license applications.

Pappas also submitted the declaration, under penalty of perjury, of Harry J. Pappas, the Chairman and

CEO of Pappas, stating that he spoke with the General Manager of American Tower, the owner of the

transmitter site and was told that the tower space specified in Ventures license to cover applications was

available.



The Enforcement Bureau inspected the transmitter site on June 13, 2006, and issued a report

confirming that the low power television facilities on channels 53 and 59 were not constructed as certified

in the above-referenced license applications. Accordingly, we will rescind the grant of the applications,

and dismiss the applications. We will also cancel the construction permits for the two stations, which

expired on April 22, 2006. The request for an investigation whether Venture willfully, knowingly and

unlawfully made false certifications in the dismissed license applications remains pending before the

Enforcement Bureau.



In view of the forgoing, the grants for licenses for stations K53IB and K59IB are hereby

rescinded and dismissed. The construction permits for these stations are also canceled.
